No alternative to consolidation. Kanat Saudabayev shared in opening of OIC CFM in Dushanbe
Tajik capital is in the cycle of political activity: over 80 delegations from 57 member-states and countries- observers, representatives of international organizations, leaders of OIC institutes arrived in Dushanbe to participate in 37th meeting of OIC foreign ministries’ council. The state secretary and foreign minister Kanat Saudabayev was introduced at the forum as the key figure. A special status of our delegation is conditioned by the presidency in OSCE and to-be leadership in OIC in 2011.
The forums’ agenda was dictated by new challenges, economic including. Even previously, in trouble-free pre-crisis time, many countries solicited help at the OIC meetings. To-date the global financial –economic crisis redoubled the problems.
That’s why the participants discussed further economic cooperation and ways for getting out of the crisis and targeted help to OIC member-states, alongside with sociopolitical situation in the world. At that a uniting leitmotiv reflected in the discussion “Central Asia and Muslim world: strategy for solidarity” sounded like a refrain.
Kanat Saudabayev said the topic of the meeting capaciously reflected the state –participants’ political will for consolidation. In his presentation at CFM opening he noted that the previous decade was the time of great peril for Muslim world – the target of destructive forces making attempts to justify many global problems.
“Fruits” of this policy are obvious- wars in Iraq, Afghanistan, Sudan, stagnation in the process of settlement at Near East, internal conflicts and attempts to restrict Muslims’ rights in the West.
We are to react to these menaces creating a new paradigm of security based on principles of openness, mutual understanding, tolerance and respect. Islamic Ummah should be also engaged in regulation of the most acute modern challenges, consolidating its interests in a new formed world- order of XXI century.
These steps, - according to K.Saudabayev, should be supported by a parallel process of internal renewal –economic, technological, social and political, both at national and all-Ummah levels.
Kazakhstan in this context is an illustrative example: over 130 ethnicities and 46 confessions are peacefully living in the republic side by side. President Nursultan Nazarbayev is actively promoting this policy of inter-civilized dialogue at the international level. It is implemented in OSCE frames opening new opportunities and expanding dialogue between international structures and Islamic world.
Cooperation within other dialogue grounds providing peace and stability in the region is no less important, for instance another Kazakhstan’s initiative – CICA, the third summit of which will bring together leaders of 22 member-states in Istanbul on 8 June.
Kanat Saudabayev thanked the participants for active support to CICA and offered OIC to be an observer in the Meeting’s process.
In other words the forum’s participants understand that there is no alternative to consolidation.
Central Asia having rich natural resources and important geo-strategic position is among significant zones of the world policy, and stability in the global scale depends on it to a great extent. Tragic events in Kyrgyzstan are a striking example in this regard. K.Saudabayev made a talk on Kazakhstan’s role in the process of settlement: joint efforts of Presidents Nursultan Nazarbayev, Barack Obama and Dmitry Medvedev and active engagement of OSCE, UN and EU prevented escalation of violence and civil war.
Potential risks of security in Central Asia are closely tied with Afghanistan. And our republic is among those pioneering here too implementing humanitarian programs and sending sizable means for IRA economic rehabilitation and specialists’ training.
Besides, the minister noted expediency of renewal of Islamic bank’s strategic goals in favor of its deeper involvement in the member- states’ industrial-innovative development.
I’d to mention, – he said, - that sustainability of Islamic financial system in crisis suggested Kazakhstan (first in CIS) to provide a legislative base for Islamic funding introduction and development.
Cultural and humanitarian links are also in favor of prosperity in Islamic world: an initiative was advanced for states- donors to organize special scholarships in Astana University for students from OIC member-states.
The state secretary voiced support to OIC efforts in settling one of the important problems of modernity – nuclear non-proliferation and disarmament making a talk on corresponding Kazakhstan’s initiatives.
Other politicians, including President Emomaly Rahmon addressed the forum. Within its frames Kanat Saudabayev had bilateral meetings with OIC general secretary, foreign ministers of Azerbaijan, UAE, Thailand, Egypt, Saudi Arabia, Iran and others.
